29th August, 2008:Chandigarh, Sukhminderpal Singh Grewal, Punjab State Chief, BJP Investor Cell has raised his apprehension that yesterday’s unprovoked shelling in Nowgam Sector, in Kupwara district near Line of Control from Pakistan troops could be possibly to provide cover to over 1200 dreaded Pro-Taliban Terrorists who broke open a high security Sarposa Jail in southern city of Kandhar in Afghanistan on 13th June, 2008.

 Grewal asserted that Centre Government should ensure that these hardcore terrorists should not intrude into our country, as that could be further be detrimental to already shredded Internal Security of the country after deadly attacks of Ludhiana, Ajmer, Jaipur, Banglore and Ahmedabad.


He hailed the proposal of Gujarat Chief Minister Sh. Narender Modi to the Central Government to setup a Federal Intelligence Services on the lines of Russian KGB as its inception will enable swift intelligence information to avoid misdemeanor of the likes of Ludhiana and asserted that he will write to the Chief Minister Sh. Prakash Singh Badal, to rally his support for the above proposal as this will enable the Country to counter terrorism and counter espionage activities.


He suggested that Government should design an Integrated Counter-Terrorism Strategy that should look into all the counter-terrorism components viz. Intelligence Collection, Analysis, Assessment and Co-ordinated Follow-up Action; Rural and Urban policing; Physical Security; and Crisis Management. He asserted that the first three components play a preventive and protective role while the last component limits the damage if the preventive and protective role fails. In any counter-terrorism strategy, the strengthening of all the four capabilities should receive equal attention and they should work together in such a manner that even if one fails, the others can neutralize the terrorists and the damage sought to be caused by them.


He reiterated that Shivraj Patil, Home Minister of Congress led UPA Government should pave way for a competitive and a pro-active Home Minister who could envisage the above needs and could push reforms to strengthen Internal Security of the nation. He asserted that people have lost faith in the Congress led UPA government and pointed out what should we expect from a Union Home Minister who couldn’t ensure that the requisite staff is made available to the existing Intelligence agencies?
